Richard Tay is the Senior Director of Government Productivity Engineering (GPE) at GovTech Singapore, where he serves as the infrastructure lead and a member of the Senior Leadership Team. He spearheads the delivery of critical Whole of Government (WOG) digital infrastructure, empowering more than 140,000 public officers with secure, reliable platforms and modern productivity tools.

Under his leadership, GPE delivers end to end digital solutions—from resilient backend systems to intuitive workplace applications—designed to meet the diverse operational needs of Singapore’s public sector. Guided by a mission to build a unified and connected government, Richard and his team play a key role in advancing the vision of One GovTech and One Digital Government, accelerating the digitalisation of public service delivery.

Richard is also actively involved in national programmes related to Artificial Intelligence and automation, including the introduction of Agentic AI and the piloting of quantum technologies, contributing to Singapore’s broader technology and innovation agenda.
